Ability to budget at the Transaction Category group

Allows tagging transactions with lowever level category but put the budget at the Group level. E.g. Set budget of $1000/month for Group called "Food and Beverage" but tag transactions to groceries, coffee shop, eating out with all those categories tied to that group.
