Budget default amount

Just a small tweak to make the starting amount for a budget when in a category (and you don't have a budget for that category) to be the current expenditure on the category. Additionally when in that category view and multi selecting transactions the budget amount default could be the sum of the selected transactions.

For example in the below screenshot if I was to click the budget target icon it could start at R504
