Keep budget period and scroll arrows visible on top of budget page when scrolling down

I toggle back and forth between budget periods a lot. It is annoying that when you are at the bottom of the budget page, you can't see what budget period you are on or scroll to the prior or next budget period without scrolling back to the top of the page first.
